ActionAid Thailand is looking for a committed, detail-oriented, self-starter Thai national with a high level of integrity to join our EU COVID-19 Response and Recovery Project as Field Project and MEL Officer.

Location: Bangkok, Thailand (with travels to field project areas).

Responsibilities:

Field Project and Monitoring, Evaluation & Learning Officer assists EU COVID-19 Response and Recovery Project Manager and is responsible for implementing the project and monitoring, evaluation and learning (MEL) of country-level activities of AAT’s Program, Department. S/he works in collaboration with the Programme team to implement the project in target areas and to design a project monitoring, evaluation and learning system for tracking and measuring partners’ capacity, project effectiveness and high-quality implementation, which is in line with and meet AAI and AAT standards. S/he is responsible for collecting data to support planned MEL, activities and reports, and to maintain updated the programme database.

Strategy Development and Implementation

      • Contribute to the strategy in field of EU COVID-19 Response and Recovery Project at a country level.
      • Ensure the effective implementation of the project related work in accordance with AAT’s Country Strategic Paper.
      • Provide support to partners on project activities.
      • Work with EU COVID-19 Response and Recovery Project Manager to build stakeholders’ capacity and oversee implementation of activities.

Project Implementation/Budgeting

      • Coordinate with EU COVID-19 Response and Recovery Project Manager and different stakeholders to achieve the objectives of programme in charge
      • Develop detailed programme activities and delegate tasks to specific partners.
      • Conduct regular field level visits to project areas and units to provide support, supervision and guidance on project implementation to partners.
      • Ensure all project activities are sensitive to and responsive to changes in the political, social, and economic environments aligning with the project objectives.
      • Manage the budget utilisation of the project activities and MEL.

Monitoring and Evaluation

      • Develop AAT Programme’s MEL system, including the measurement of project indicators, designing monitoring tools, setting up the data flow system, and conducting data quality assurance and reporting.
      • Monitor the results of the project activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.
      • Work with the EU COVID-19 Response and Recovery Project Manager to ensure compliance and adherence to EU COVID-19 Response and Recovery Project’s Standard Operational Procedures.

Policy Research and Advocacy

      • Establish and maintain good relationships with local government officials, local authorities and other influential stakeholders to support project and activities.
      • Develop networks of local organisations to provide technical support to project activities.
      • Organise workshops and trainings to community groups, local authorities and other stakeholders to enhance their understanding and supports on project issues.
      • Engage in the development of appropriate research with a view to improving the quality of field work and influencing change in policy to improve the quality of life for the people living in poverty.

Issue Resolution, Crisis and Risk Management

      • Maintain an awareness of any possible crisis or risk to the organisation funding and donor relations, and develop plans that will provide for such contingencies.

Qualifications and experience:

    • Bachelor’s degree in social science, economics, social development studies, and other related fields
    • Monitoring and Evaluation certification, is an advantage.
    • At least 3 years of relevant experience in a multi-cultural working environment, preferably an INGO.
    • Experience in the field of emergency response, developing disaster risk reduction, resilience plan, and safe school plan.
    • Experience in participatory methodologies and MEL.
    • Work on own initiative with minimum supervision and to stay on task.
    • Able to work under pressure with tight deadlines.
    • Able to travel on project fields as per requested.
    • Willingness to learn and engage.

Essential knowledge:

    • Extensive knowledge of the system, policies and issues of social security, sustainable agriculture, food security, migrant workers, informal sectors, ethnic minority, stateless people, and women and children’s rights.
    • Knowledge of policies and issues related to human rights.

Essential skills:

    • Extensive administrative and organisational skills.
    • Excellent presentation and communications.
    • Good command of English and Thai.
    • Good analytical skills.
    • Good interpersonal skills.
    • Documenting, report writing, and project training proposal skills are preferable.
