ActionAid Thailand is looking for a committed self-starter Thai national with a high level of integrity to join our EU COVID-19 Response and Recovery Project as Finance and Administrative Officer.

Location: Bangkok, Thailand (with possibility of travels to field project areas).

Responsibilities:

Finance and Administrative Officer supports EU COVID-19 Response Project Manager on administrative and financial functions. S/he will work closely with program team and country implementing partners on coordination of program activities on finance and operations-related matters. S/he is responsible for meeting financial and administrative objectives that enhance the work efficiency of the project, in accordance with AAT standard policies and procedures. S/he will deliver the tasks with accuracy, timeliness, and cost efficiency.

Administration and logistics

      • Logistics coordination of meetings, events, and workshops (e.g. travel arrangements, venue, materials, minutes) and ensure that the arrangements are timely and cost effective.
      • Manage disbursement for meetings and workshops, including filing of supporting documents for expenses and claims.
      • Provide administrative and logistical support to project staff and/or participants during meetings and events; make travel and accommodation arrangements for project team, including procurement.

Finance

      • Prepare monthly/quarterly/yearly financial reports to the donor.
      • Revise budget and assist Finance Manager on yearly budgeting.
      • Review partners’ financial reports and follow up on supporting documents.
      • Ensure the financial control of EU COVID-19 Response and Recovery Project’s activities through the implementation of AAT financial policy and procedures.
      • Work with Finance Department to deliver related reports, including accurate and timely monthly accounts for forecasting and budgeting.
      • Manage cash advances and ensure that cash is not misused.
      • Review financial and payment documents before submitting to Finance Department.

Partnership management

      • Train project partners on related financial policies and procedures.
      • Verify invoices and receipts against partners’ liquidation and reconcile cash advances.
      • Visit partners in the field to verify support on budget tracking and provide onsite coaching as needed.

Monitoring, evaluation and reporting

      • Monitor activities and the uses of budget according to finance policies and regulations of AAT and the donor.
      • Keep track on expenditures and budget management for efficient implementation.
      • Prepare financial reports and assist Programme and partners on reporting.

Audit and risk management

      • Support the project audit and assist in responding to audit queries.
      • Report any risks in own area of work that do not comply with AAT policy and procedures.

Qualifications and experience:

    • Bachelor’s degree in Finance, Account, Business Administration, and related fields; or an equivalent proof of 5-year experience in the fields.
    • At least 3 years of experience in Administrative and Finance.
    • Demonstrated an understanding of administrative operation standards to resolve the issues through day to day work.
    • Work independently with minimum supervision and to stay on task.
    • Able to work under pressure with tight deadlines.
    • Able to travel occasionally.
    • Experience of administrative principles and their application to respond to and resolve a range of complex administrative queries.
    • Experience in analysing financial reports and plans is an advantage.
    • Experience in implementing and monitor finance and administration policy, systems and procedures.

Essential knowledge

    • Advanced proficiency in MS Office, especially MS Excel, is required.
    • Knowledge of financial database is an advantage.
    • Knowledge of human rights and/or social issues is desirable.
